A Major Shift in the UK Vaping Market

You may not have heard about this yet and you’re not alone. Many organisations are still unaware. But if any of your vaping products reach UK consumers, this regulation applies directly to you.

From 1 October 2026, the UK will introduce a Vaping Products Duty (VPD) together with a Vaping Duty Stamps Scheme (VDSS), fundamentally changing how products are prepared and placed on the UK market.

What is changing?

The new framework introduces both a tax obligation and a mandatory product stamping requirement:

  • A Vaping Products Duty will apply to vaping liquids (nicotine and non-nicotine).
  • A duty stamp must be applied to every individual retail pack sold on the UK market.
  • The scheme introduces controls around stamp management and product verification.

For products manufactured overseas,, access to the scheme depends on how stamping is managed:

  • Stamps must be applied to the final retail packaging.
  • If stamping is carried out during manufacturing, an HMRC-approved UK representative must obtain approval and order the stamps on your behalf.
  • If stamping takes place in the UK, stamps are managed by an approved UK operator before the goods are released from customs control or duty suspension.

Key deadlines you cannot ignore

With approval timelines and operational changes required, every week of delay reduces your margin for compliance.

From April 2026

  • The HMRC registration process opens but approval can take up to 45 working days. UK operators or representatives must apply early to ensure access to duty stamps in time.

From 1 September 2026

  • Digital-feature duty stamps become available, replacing initial transitional stamps.

From 1 October 2026

  • Only compliant, stamped products can be placed on the UK market. All vaping products manufactured or imported for the UK must carry a valid duty stamp before leaving customs or duty suspension.

From April 2027

  • All products outside duty suspension must carry a Vaping Duty Stamp. The transitional grace period ends. Full enforcement applies to every product in the UK supply chain.

You are impacted if your products reach UK consumers.

Overseas vaping manufacturer

Manufacturer

You produce vaping liquids, devices or pre-filled pods in the UK or overseas and export or supply them to the UK market.

UK vaping importer or distributor

UK Importer or Distributor

You import vaping products from European or global manufacturers and release them into the UK market. You may also need to act as a UK representative.

Warehousekeeper and 3PL

Warehousekeeper / 3PL

You store, handle or move vaping products in the UK under duty suspension arrangements. You will need to apply for VDS Scheme amendment.
