Biometric registration of Togolese voters

Voter enrolment in Togo
In 2007, Zetes fulfilled a biometric voter registration project for the Togolese government, in cooperation with CENI (the Independent National Electoral Commission). Zetes was entrusted with the administration and capturing of biometric data of citizens who requested secure voter’s cards. Zetes centralised and secured the captured data, removed double registrations, and produced the final electoral lists.

An orchestrated effort resulting in streamlined, efficient registrations


The project was carried out by four managers in collaboration with 25 local Togolese trainers and technical experts. More than 50 local technicians and 5,000 technical operators and controllers were trained on the systems provided by Zetes. The biometric registration kits used in the electoral enrolment process were provided by the Democratic Republic of Congo. Local contractors were hired – under the supervision of Zetes – to deploy the project.

Robust system and guaranteed reliability


Once all biometric data is captured and stored on reliable servers and the voter’s identity established, a unique electoral card, carrying a 2-D barcode is produced on the spot. Duplicate registrations are prevented by the PRS (Population Registration Solution) application. An AFIS system (Automatic Fingerprint Identification System) was set up at the Zetes service centre in Brussels and all communications between the systems took place remotely.

3 million voters enrolled with 2,500 registration kits in 4 weeks


The success of this large-scale registration project was in large part due to the user-friendly applications developed by Zetes, which were easily accessible to non-specialised staff. The scalable software could be adapted to Togo’s specific population register management requirements. Zetes used the most advanced biometric technologies, guaranteeing the quality of the components, the reliability of the algorithms and, most importantly, the credibility of the electoral process.
